The Quanzhou City Motor Vehicle Parking Management Regulations will officially come into effect on July 1. The Regulations consist of 6 chapters and 48 articles, covering parking lot planning and construction, parking space management, parking behavior management, and encouraging the construction of parking garages and multi-story, intelligent parking facilities.
According to relevant statistics, as of December 30, 2020, the number of cars in Quanzhou's central urban area was 276,000, and the number of parking spaces was 230,200. Currently, the difficulties and disorder in parking have become prominent problems affecting people's travel and urban quality of life. Promoting legislation on parking management will help to make urban traffic run more smoothly, improve the living environment, and better respond to people's concerns.
How to use multi-story car parks to solve parking difficulties?
In response to the problem of insufficient parking spaces, Article 9 of the "Regulations" stipulates that newly added parking lots should mainly be built-in parking lots, supplemented by public parking lots, temporary parking lots, and road parking spaces. At the same time, Articles 11 and 12 stipulate the requirements for land protection and construction of public parking lots; Article 13 stipulates that new, rebuilt, and expanded construction projects should build parking spaces in accordance with parking space allocation standards and design specifications. The built parking spaces should be designed, constructed, inspected, and put into use simultaneously with the main project, ensuring parking resource supply from the source.
